For decades, the Jura question had agitated Swiss domestic policy. But the Bernese Jura’s separatist efforts also affected Switzerland’s international relations. The conflict strained diplomacy with Switzerland’s neighbour France and affected its relations with the Council of Europe as well as the possibility of Switzerland joining the European Convention on Human Rights.
